ENMRSH has been providing services in Eastern New Mexico since 1971. Many changes have occurred in our service field since this date. As a result, our programs are constantly evolving to meet the needs and goals of the individuals we serve.
Our organization is a vital link between people with developmental disabilities and the State of New Mexico Department of Health Developmental Disabilities Support Division.
Services funded and monitored by the DOH DDSD and offered through ENMRSH are:
Supported Employment (Job Developer, Group, Individual, Intensive, and Self)
Community Living (Independent Living, Supported Living, including Outlier, and Family Living)
Adult Habilitation, including Outlier
Community Access (all ages)
Private Duty Nursing (RN and LPN)
Respite
Personal Support Companion
Therapy (Speech, Occupational)
Behavior Consultation
Environmental Modifications
Transportation (non-medical mile and ticket)
Goods and Services
Substitute Care
Early Childhood Intervention Services (Early Intervention Service, Service Coordination, Speech, Occupational, and Physical Therapy, and Family Education, Counseling, and Home Visits)
Eligibility Criteria
Eligibility for Early Childhood Intervention Services, which is monitored through the Department of Health Family Infant and Toddler (FIT) Program, is determined by a comprehensive multidisciplinary evaluation process. In order to receive other services that ENMRSH provides you must qualify for funding through the New Mexico Department of Health Developmental Disabilities Support Division. The following information will be required by the DOH DDSD Southeast Regional Office in order to determine eligibility.
A physical and/or mental disability (not including a mental illness) must have appeared before the person's 22nd birthday; and
The disability must be expected to last indefinitely
The disability must substantially interfere with the person's ability to function in at least 3 of the following areas of life:
- Self care
- Communication
- Mobility
- Learning
- Working
- Self-direction
- Living independently
The disability must include either mental retardation, cerebral palsy, epilepsy, autism spectrum disorder, or a similar syndrome or condition.

You must file two separate applications when applying for state funding for DD services. The Southeast Regional Office can explain the process.
